Key Constraints
- Excess fishing effort on some categories :
(overexploitation of cephalopods (octopus) and

the development of processed products;
- Cost factors : port passage, imported energy
and industrial intrants (no fiscal measure incentives);
- SMCP Monopoly on fish exports (mainly cephalopods);
- End of preferential regime granted to ACP
countries (in 2008) in term of export protection
compared to competitive Asian products
