Key Constraints

  • Excess fishing effort on some categories : (overexploitation of cephalopods (octopus) and key coastal demersal species) while other resources are barely exploited;
  • Obligation to get safety and quality certification for fishing products hampers the increase in the export of some products (ex: clams) and the development of processed products;
  • Cost factors : port passage, imported energy and industrial intrants (no fiscal measure incentives);
  • SMCP Monopoly on fish exports (mainly cephalopods);
  • End of preferential regime granted to ACP countries (in 2008) in term of export protection compared to competitive Asian products

  • Development of industrial processing sector
  • Promotion of the exploitation of under-exploited resources (ex: clams, crabs)
  • Development and improvement of port infrastructures: construction of a pelagic loading port in NDB, dock extension and equipment of NDB independent port, improvement of PAN navigational markers and removal of shipwrecks
